Students who score NES or LES in the IPT, Low-High in the K-WAPT, or Level 1 to Level 4.5 on the WIDA screener tests are eligible for ESL services. Beginning in  spoken english course , these students participate in the annual language proficiency test, called ACCESS for ELLs 2.0, each spring until they score an ELP level 4.5 or above, which indicates the student is English Proficient and should exit the program. DCPS uses WIDA’s English language screener proficiency test to assess the four domains of listening, speaking, reading, and writing. For students in grades Pk3-Kindergarten, listening and speaking are assessed through the Pre-IPT and K-WAPT screeners. The above qualifications are well-respected within the UK EFL sector, including private language schools and higher education language provision. Recognised qualifications which confer one or both of these include a Postgraduate Certificate in Education in ESOL, the CELTA module 2, and City & Guilds 9488.
This has led to controversy over how ESL programs can be managed in  an ethical manner. Collocations – Collocation in English is the tendency for words to occur together with others. For example, nouns and verbs that go together ("ride a bike" or "drive a car"). Native speakers tend to use chunks of collocations and ESL learners make mistakes with collocations.
In this setting, some ESL students will fail to participate, and often have difficulty understanding teachers because they talk too fast, do not use visual aids, or use native colloquialisms. ESL students also have trouble getting involved with extracurricular activities with native speakers for similar reasons. Students fail to join extra-curricular activities because of the language barrier, the cultural emphasis of academics over other activities, or failure to understand traditional pastimes in their new country.
